The Vote Explained

The bond referendum that is to be voted on during the May 21st Special Election is seeking to approve the CEPD’s ability to finance a Beach Nourishment for up to $25,000,000. 

It is important to note that all  funding opportunities will be exhausted before any property assessment is levied against the property owners of Captiva. Currently, the District has secured $13.2 million in grants from the state of Florida.

The CEPD is in the application process for additional funding opportunities to further reduce the residual project cost and minimize the burden to the property owners of Captiva.

The Captiva Erosion Prevention District (CEPD) jurisdiction is scheduled for a bond referendum special election on May 21, 2024.

A Notice of Election was mailed to voters in the CEPD on Wednesday, March 20, 2024 and a Sample Ballot on Thursday, April 4, 2024.

Important information about the election:

  • The voter registration deadline is Monday, April 22;
  • Vote-by-Mail ballots will be mailed on Tuesday, April 16;
  • The deadline to request a Vote-by-Mail ballot is 5:00 p.m. Thursday, May 9;
  • There will be no Early Voting for this election;
  • The May 21, Election Day polling location for voters in the CEPD will be open from 7:00 a.m. to 7:00 p.m.

It is important to note that all grant funding opportunities will be exhausted before any assessment is levied against the properties of Captiva.  Currently, the district has achieved $13.2 million in grants from the State of Florida.  Additional funding opportunities are currently being sought.

Notice is hereby given that a bond referendum election will be held on May 21st, 2024 to determine whether the Captiva Erosion Prevention District may finance the cost of a beach nourishment, erosion control and coastal protection project by issuing Special Assessment Bonds in a principal amount not exceeding $25,000,000, maturing at such times as the CEPD shall determine not exceeding (20) years from issuance, bearing interest not exceeding the maximum legal interest rate, payable from special assessments on benefited lands within the CEPD boundaries for the emergency maintenance and renourishment of beaches, pursuant to the Captiva Island Emergency Maintenance Plan and Captiva Island 2024-2025 Emergency Beach Maintenance Renourishment Project.
